2026New contribution cycle

What changed for Portuguese employers in 2026

Social security moved to a new monthly cycle in 2026: Segurança Social pre-fills the declaration, the employer confirms it by the 20th, and contributions are paid between the 1st and the 25th. It is optional this year and compulsory from 1 January 2027. The minimum wage rose to €920 a month, paid 14 times. A provider worth signing with follows each change and keeps your contracts and payroll in line with it, which is what we do.

Who is the legal employer with an EOR in Portugal?+
Once onboarding is done, our own Portuguese company is the legal employer. You direct the role day to day, while we hold the contract, run payroll and carry the compliance.
Does an EOR run Portuguese payroll and tax?+
Yes. The provider should withhold IRS, deduct employee social security at 11%, pay the employer share of 23.75%, and report to the Autoridade Tributária and Segurança Social on time each month.
How are pensions and social security handled in Portugal?+
State pensions are funded through social security, which is paid every month with payroll. Any private pension plan or other benefit you choose to offer is set up and administered alongside it.
What insurance should an EOR hold in Portugal?+
Workplace accident insurance is compulsory for every employee, so ask to see the policy and who it covers. You should also get a plain answer on where liability sits if a dismissal is challenged.
How do EOR providers handle data protection?+
Under the GDPR the roles should be set out in writing, with proper security controls and clear rules on who can see employee data, how long it is kept and who owns it.
Is the monthly fee fixed?+
Our fee starts at €499 per employee per month and is agreed before anyone starts. Where an extra applies, we name it upfront rather than adding it later.
Can the employment contract be changed later?+
Yes. Pay rises, promotions, new hours or a change of duties are all possible. Changes are agreed with the employee and documented under the Código do Trabalho.
Will HR support come from people who know Portuguese rules?+
