Employing in Portugal, with the detail handled
Portuguese employment is the whole of our work. We employ people here for companies in Europe and further afield, running the contract, the payroll and the filings, with one specialist who knows your account.
Nothing is outsourced. Portugal is all we do.
- Contracts, payroll and tax under the Código do Trabalho
- Portuguese know-how, with clients on several continents
Growing a team in Portugal? Start here
Straight answers from people who work on Portuguese payroll and employment contracts every day

Proper employment for the people you hire in Portugal
You do not need a Portuguese company of your own. Ours becomes the legal employer, runs payroll, withholds IRS and pays social security, while you pick the people and direct the work.
A partnership that lasts
Start with one person and add more when you are ready. Contracts, payroll and the monthly invoice adjust as the team changes shape, in either direction.
Pricing without the fine print
A flat monthly fee for each employee, from €499, with statutory costs passed on at the exact amount. You see the whole figure before anybody signs anything.
The awkward details handled
Portuguese payroll has habits of its own: 14 payments a year, holiday and Christmas subsidies taxed separately from monthly pay, TSU on the full salary with no ceiling, and meal allowance limits that move each year. We keep all of it correct.
Answers when you need them
Probation, notice, sick pay, ending a fixed-term contract: the questions arrive at awkward moments. You get a direct line to someone who can answer, instead of waiting two days for a ticket to be picked up.
People, not portals
A named contact runs your account and knows the Código do Trabalho. That does not change when you go from one employee in Lisbon to five spread across Porto, Braga and Coimbra.
Built around the actual role
A senior engineer in Porto needs different paperwork from a freelancer in Coimbra moving onto a permanent contract. Each contract is drafted for the job in front of us, not pulled off a shelf.
What you get with EOR Portugal
- Portugal is the only country we work in
- IRS, TSU and Segurança Social filings prepared in house
- Contracts drafted under the Código do Trabalho
- One fixed fee for each employee, from €499 a month
What happens before day one
Let us know the job, the salary and when you need the person working.
We come back with the full monthly cost, including employer contributions at 23.75% of gross pay with no upper limit.
The contract is written under the Código do Trabalho and any collective agreement that covers the role.
The employee is registered with Segurança Social before their first day.
IRS is withheld on the 2026 tables, contributions reach Segurança Social by the 25th, and the holiday and Christmas subsidies accrue.
HR cover for your Portugal team
The rules we work with every week
Employing in Portugal brings its own set of obligations: IRS withheld for the Autoridade Tributária, TSU paid to Segurança Social, compulsory workplace accident insurance, and a Código do Trabalho that is amended more often than most employers expect. A generic EOR approach tends to miss the detail.
We price openly, against the level of support you actually want, and the filings are prepared by a team that works on Portugal every day.
- One fee, quoted in full before anyone signs
- Advice grounded in Portuguese employment law
Found the person you want to employ?
Our Employer of Record Portugal service puts them on a compliant contract and on payroll, with no company of your own to register.
Send us the role and the start date. We draw up the contract, make the registrations, run payroll each month and file the returns that go with it.
